Location

The position is expected to be 100% remote and open to qualified international applicants, although candidates located in Southeast Asia are preferred. Regular travel to Bangkok is expected.

What Will You Do

Bixal is seeking a Senior Monitoring, Evaluation, and Learning Specialist for an ongoing three-year monitoring, evaluation, and learning (MEL) contract in Southeast Asia. This position will be responsible for supporting the team and its technical work related to MEL services to USAID with specific regards toComplexity-Aware Monitoring, Evaluation and Learning (CAMEL) and Collaborating, Learning and Adapting (CLA). The candidate must also be familiar with USAID performance monitoring requirements, as described in ADS 201, and be able to oversee routine performance monitoring and verification tasks, such as data quality assessments and verification, development of the mission Performance Management Plans, review of implementing partner activity MEL plans, reviewing USAID’s performance indicators against Agency reporting requirements and identifying any gaps, providing technical assistance on developing good performance and context indicators, and providing training and capacity building on monitoring-related topics The Senior MEL Specialist is solution-oriented, resourceful, engaged, and able to work closely with and advise USAID.

Responsibilities

  • Support the Chief of Party and MEL team to deliver high-quality MEL services as required by USAID, especially Complexity-Aware Monitoring, Evaluation, and Learning (CAMEL) and Collaborating, Learning and Adapting (CLA).
  • Represent Bixal to USAID technical officers and implementing partners.
  • Provide technical support, planning, and/or facilitation for learning events, workshops, and training related to MEL for USAID and its partners as required.
  • Oversee and provide quality assurance on tasks conducted by subcontractors and/or technical consultants.
  • Apply Complexity Aware MEL to the portfolio
  • Assist with troubleshooting and problem-solving when needs arise, including delivering services to the client when required.
  • Perform other duties as required.

Qualifications

  • Master’s degree in program monitoring or evaluation or social sciences or international development relevant field
  • Minimum of 6 years experience providing MEL services for international development programs, particularly in non-permissive environments.
  • Recognized mid- to senior-level expert with strong management and people skills
  • Strong familiarity with USAID programming and related guidance on MEL
  • Experience conducting Third Party Monitoring and is highly desired
  • Experience working in Southeast Asia and demonstrated knowledge and understanding of the social, cultural, and political characteristics of the context and development dynamics in the region.
  • Experience applying MEL in complex and non-permissive environments, using methods such as complexity-aware monitoring, evaluation, and learning (CAMEL).
  • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
  • Expert writing and verbal communication in English.
  • Superior organizational skills and attention to detail
