Responsibilities for this Position Location: USA MS Stennis Space Center - 1021 Balch Blvd (MSC022) Full Part/Time: Full time Job Req: RQ139100 Type of Requisition: Regular Clearance Level Must Currently Possess: None Clearance Level Must Be Able to Obtain: None Public Trust/Other Required: MBI (T2) Job Family: Software Development Job Description: The position can 100% remote from any US location, OR a combination of onsite at any of the four NCEI locations (Asheville NC, Stennis MS, Boulder CO, Silver Spring MD) with frequent telework. In the performance of this task the contractor shall perform duties in the following three areas: Design System Architecture - Investigate, analyze, and develop effective, comprehensive solutions for IT and GWS development support for the OGSSD projects: Lead in or assist development of OGSSD coastal related databases that include both back-end database development and front-end web/portal services. Work with data providers (e.g., federal, state, academia) and community stakeholders to ensure OGSSD derived data and information are available via OGSSD databases and web services. This includes data ingest, stewardship, discovery, and dissemination. Develop software application interfaces for Geographic Information Systems (GIS) that support Open Geospatial Consortium (OGC) and geophysical community-based formats such as NetCDF, and Common Data Model (CDM). Develop GWS that are seamlessly integrated with other OGSSD web portals and platforms. Tasks may include: Investigate, gather, analyze, and define end to end system requirements. Producing conceptual design documents and exploring different alternatives. Produce detailed design documents, covering all known requirements in detail to the program module level, including software and data flow diagrams and internal and external data formats. Code and test resulting system/s. Produce user and system documentation, including definitions and descriptions of hardware and software resources. Systems maintenance enhancement and monitoring - Apply accepted software configuration management tools and practices for version control, change control, baseline monitoring, and software security to ensure operational effectiveness: Analyze problems and plan solutions. Test and implement solutions using accepted software management practices, with minimal impact on day-to-day operations. Keep all related documentation current, including system level documentation, program level documentation, system and program flow diagrams and data flow diagrams. Provide assistance, when needed, to other OGSSD staff members, for systems not under the direct responsibility of this position. Document and User Training - Prepare user guides and system/program level documentation for management of complex data processing systems Train system users in all aspects of the system. Train maintenance programmers in code level detail. Provide comprehensive meaningful in-line (code) documentation. Provide built in system maintenance test and benchmark features. Required Skills: Programming experience in higher order programming languages (proficiency in Python, JavaScript and Typescript). Working knowledge of cloud platforms (AWS, Azure, Google) Experience with cloud-native container orchestration (Kubernetes) Experience working with different operating systems and platforms (Cloud OS, Linux, Unix) A working knowledge of large-scale database servers (Oracle, PostgreSQL, AWS RDS) Experience in markup and stylesheet languages (such as HTML, XML, CSS) Experience in development web applications using client-side frameworks (Angular) A working knowledge of software development tools used for software collaboration and version control (git/GitHub) Ability to write and keep up-to-date user and developer-level documentation Working knowledge with GIS, both commercial (ESRI) and open source (such as OpenLayers) Must be able to obtain Security Clearance: Public Trust-T2 Excellent communication skills, ability to work both individually and with others. Preferred Skills: Working knowledge of Metadata standards for environmental data (such as ISO, CF Conventions) Experience in development web applications and web API's using server-side web frameworks (Django) Working knowledge of task queues (Celery) A working knowledge of network data access protocol remote data retrieval systems (OpeNDAP) and Geo Data Portals Working knowledge of other programming languages (FORTRAN, C, C++, R) A working knowledge of common environmental observation and model data formats (e.g., csv, geojson, netCDF, grib, BUFR). Education: Bachelor's degree or higher in Computer Science, Physical Science, Atmospheric Science, Oceanography, Engineering, or Mathematics and 12 years of relevant work experience. Note: Advanced degrees from an accredited institution and/or professional credentials from a recognized entity may be cumulatively tallied and substituted for experience. Masters and associates degrees are equivalent to two years of experience; bachelors and doctoral degrees are equivalent to four years of experience. Requirements for specialized degrees, credentials, and experience will be specified at the task order level. Must be able to obtain a Public Trust T2 Clearance.
