Data Management & Governance Lead Analyst - Work from home

Remote, Work from home This role is a member of the Encounters Risk Adjustment Submissions team. This team is dedicated to submitting Encounter data to CMS and Medicaid State Fiscal Agencies on behalf of Cigna to support Encounter Risk Adjustment Government operational programs. This role will be measured by how well the individual understands and delivers change based on four major components: + Translate complicated Medicaid and Medicare encounter business needs and problem statements into solutions. This includes gathering and analyzing requirements and data in support of compliance regulations, proposed innovations, requested features, and reported defects. + Collaborate with support teams to ensure delivery of solutions. This includes coordination of deliverables as well as navigating and following regulated processes such as change control and documentation standards. + Collaborate with product management, data discovery lab team members, vendors, and business partners to prioritize backlog items and gather business value information for delivered solutions. + Provides expert content/professional leadership on complex Data Management Strategy & Governance assignments/projects. Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders. Focuses on providing thought leadership within Data Management Strategy & Governance but works on broader projects, which require understanding of wider business. Recognized internally as a subject matter expert. Principal Duties: + Provides comprehensive consultation to business unit and staff at the highest technical level on all phases of a project development lifecycle. + Serves as product owner as part of an Agile team. + Collaborate with the cross functional stake holders to define a roadmap that clearly defines business priorities, technology priorities and business value for the government business segment with an emphasis on Medicaid. + Drives priorities to execution with clear understanding of business value across government business segment. + Works with sprint teams on a daily basis in providing inputs on user stories and removing road blocks. + Drives target state technology solutions with both business and operational needs prioritized. + Provides leadership for scrum meetings, backlog grooming, sprint planning and sprint demos. + Provides timely communication of progress and blockers to all stake holders. + Provides linkage and continuity to business units, development, operations and technical support groups in the testing and implementation of recommendations. + Acts as an expert resource to client and development management and staff in all phases of the development and implementation processes. + Reviews in-depth tests and quality assurance checks on data and reports on an ongoing basis. + Performs data related investigations, track lineage and quality issues, reviews data layout and structures. + Review, designs and prepares application/system specifications for information systems solutions which address business needs and methods. + May work with client management to identify and specify the complex business requirements and processes, and in the application design, testing and implementation processes. + Has technical knowledge of all phases of applications systems and operational processes. + Build rapport and a positive working relationship with internal and external business partners, stakeholders and team members. + Give outstanding customer service to everyone you meet or work with. + Strive to obtain the support, engagement and effort needed to successfully complete tasks as assigned. + May provide guidance or expertise to less experienced analysts. Qualifications: + This position requires a high level of expertise in both analyzing medical data and information systems. + Excellent oral, written presentation and communication skills. + Strong analytical and creative problem solving skills. + Must be motived by desire for success and pursuit of excellence. + Experience in writing SQL statements. + 6-8 years of healthcare experience. Preferred Qualifications: + 5+ years of the following experience: data analysis, business and technical requirements gathering, product owner, backlog management, process documentation. + Knowledge of Medicare Advantage Risk Adjustment Model (HCC model) or Medicaid Financial Status Reporting. + Experience working on an Agile team and an understanding of Agile methodologies. + Knowledge of 5010, x12 EDI, Standardized Medicare or Medicaid formats. For this position, we anticipate offering an annual salary of 74,900 - 124,800 USD / yearly, depending on relevant factors, including experience and geographic location.
